In April 2008 I received a set of pictures that showed why this City deserves this title. I am glad that the police wants to use more cameras to target these pickpocketers. But the most troubling thing for me is: why are the by-standers not stopping them...not alerting the victims... not caring enough to just scream "thief!"? I thought this was a mock up or staged. Until I checked and saw more reports in the internet and even a report by HK TV
